Issue:
When you tried to install the 2009 User Tools on a Vista operating system, you received the following error message:
There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.
Solution:
To resolve the problem, log in as an Administrator and turn the UAC (User Account Control) off.
